City Of Johannesburg : YOU OWE ME > R5k for 4 months now.

5 months ago, I sold a property situated in Riviera, 2193, Johannesburg. I was request by the transferring attorney to pay in 3 x months' rates as Insurance that I did not leave, owing the Municipality any monies. This amounted to R9000 plus. Of which, the city of Johannesburg has owed me a refund of R5139.54 since July. Despite continues and repeated E mails , containing copies of the Invoice, as well as my bank account details, I have had only Automated responses. Nothing from any member of their staff. Before I resort to legal action, this is my final effort to receive MY monies.
