City of Johannesburg ripping people off

It breaks my heart how the COJ keeps on over billing me, fails to deliver what they have promised to..... Got disconnected in November 2021 only to be reconnected in mid February 2022 yet the bill for November and December is R45000 despite the fact that l was not even home and they had cut me off.... Now I'm asking for reversals no one is willing to help. Please advice
