City of Johannesburg of ripping people off

I received my statement for October my account was up to date for September all of a sudden I am billed double they said that it’s my water consumption. How did they come to that amount and who came do to the readings? The consultant that I spoke to didn’t know how to explain that to me and I was advised if I don’t pay what I owe them my account will go into arrears or else I must make an arrangement.

What arrangement because my account was up to date and city of Johannesburg decided to double charge me without any explanation or anything. Their service is always bad… with their rude consultants who can’t even answer 1 question yet they say that they are working and they are getting paid for it.
