City of Johannesburg

I bought a house in 2021 via agent and everything regarding paper work is changed to my name up until today I'm still waiting for my house key and I don't have them but city of Johannesburg want me to pay the bill of the house that I don't have access to,when I ask them for help they say I must settle the bill as everything is in my name,I even went to the office to ask for the assistance regarding cutting out electricity but nothing was done all they want us the money that I don't even have
