City Of Johannesburg a total mess

Not that my review will be considered but i am writing this is with a sad heart. I am a new homeowner this is suppose to be a very happy joyful time for me however i cant enjoy the benefits of owning a new home . only 1 year i now owe the municipality R15 0000 on my property rates . The house is located in Lenasia south where everyday we don't have running water . We only have water for maybe 4 hours a day the rest of the day water is taken away everyday ever since i started staying there . I used to pay less when i started to my surprise there was a drastic increase on my bill when i check the statement my bill went up from me paying R300 or R400 or so to now i have to pay R800 to R1000 a month which is ridiculous. I went to the offices i was told the sewer monthly charge went up. Actually let me say they couldn't explain as well i was just threatened my services will be cut (WHAT SERVICES BECAUSE IM NOT GETTING ANY) . so from paying R170 for sewer i now have to pay R500 which does not make sense because services in this area are very bad we always out of water so i really don't understand . I have now decided to sell this property because city of Johannesburg is tolling with people and the show no remorse yet they don't have answers so i see no point staying in this area. that time we are surrounded by ******* shacks that the municipality is doing nothing about so i guess we are paying for them . City of Johannesburg , your system is a mess , , as well your rude staff. When we vote for you Mayor of Johannesburg we had hope you would bring change but as usual your people benefit nothing while you live a marvellous life earning a lot of money and not even caring about your people . Instead Mayor your arrogance when questions are asked is not doing us and you being rude to your people is not really helping or appealing but you are part of the course why South Africa is becoming poorer and a banana country were all the ******* stuff happens. Just a message to you Mayor of Johannesburg ....
