City Of Jhb *******!

I pay my municipal account in full every month with nothing in arrears since I moved in December 2018. I then find the last 2 months I being billed a 'Final Notice Charge' because apparently I didn't pay the account before the due date which was not explained to me when the account was opened. It gets better so the agent said to me it needs to be set to either 15th of 30th of the month so I said to her make it the 30th which she has now done however when I asked what mine is set to she cannot tell me as the every month is different. So I asked her to refund me the last 2 months fee she said she cannot. This was never explained to me and is extremely unfair especially since my accounts are paid up to date.... Consumer protection act where are you now???
