City of JHB shocking customer service

I sold my home and had to pay 2x clearance certificate of R34k in toal but have not been refunded the correct amount back. I have sent 10 emails and just keep getting the same answer, yet even though I have clearly shown what I paid and the months I was responsible, no one can tell me why they believe I am not owed any money. It is shocking service. They are so quick to take you money but don't want to give it back. Another ******* government organisation it appears
