City of Jhb refuses to pay back refunds!!

I sold my house end of last year. For 8 months now I have been trying to get my refund back from City of Jhb. My transfer attorney confirmed that they app**** for the refund in January and I have proof thereof, yet City of Jhb REFUSES to pay my refund. Their useless call centre cannot deal with these queries and they cannot transfer me to the Refunds department! They refuse to accept correspondence to proof that the application was done. The only way to speak to somebody is apparently by going there in person - which is impossible as I no longer live in JHB.
