City of Jhb complaint

I had a bad experience with my rates increasing drastically, for two years I was paying around R700 and R800 for my rates. October my rates increased to R1500, November also went up to R1900. Then I went to Roodepoort office to enquire why such a huge increase in such a short period of time and am not made aware of this huge increase I was told that am being charged an estimated amount of water usage. Why wasn't the accurate readings taken... I don't know why... But they chose to estimate at the highest bill is highly unfair and unacceptable as I cannot afford it. Am a point that I cannot afford anything as it is am not budgeted for such an increase and I will never ever afford it. My query was never taken into consideration at the COJ office hence reporting it here.
