Business fines not resolved

Good day. I want to give my concerns regarding the City of Johannesburg. First of all we have been to various branches and offices to solve our problem, just to hear that they don't have the authority to help us. We have send numerous emails with no feedback. Our problem is that our business has business rights and they add a phenomenal fine to our account every month. How to solve this is really challenging. Nobody to speak to and no one to answer your emails. Really shocking
