Burst Water Pipe in my yard

I have reported a burst water pipe that supplies my house on 10th July 2021 and got a ref number *** and was promised that someone will come and fix the problem only to be told a week later that the call has been resolved, but the water pipe is still not fixed and nobody came to fix it. I reported again on 19th July and was given another ref number *** and promised again that someone will come and fix the pipe and no one came. I called again on 26th July for a follow up and the call center agent promised one more time that the matter will be escalated but till today there's nobody who came to fix anything. Whats happening?
