Blocked manhole

<p>Manhole blocks regularly...my neighbour phoned x2 to report with NO response. I tried to phone no one answers after being on the phone for 15 to 20 minutes...tried 3 more times without success! Why are we paying rates and taxes for if there is no proper services?? </p>
