Billing Info missing to be charged arreas

<br> The city of Joburg converted their billing system from post mail to paperless mail. I now receive my bill via an sms link & pdf file to view my statement, which I have not had a problem. Even though no communication or option was given on how we would I like to receive statement in the future. <br> <br> I've paying my bill according to the statement that I receive via my phone. Only to receive sms this months from COJ stating I am in arrears and that this amount is due.<br> >>Querying this I'm told that I have missed a payed payment at some point.<br> - However the statement on my phone does not indicates that i'm in arrears.<br> >> I'm told the sms & pdf bill is the reflection of what is due for that current month and not what is in arrears.<br> - I request a statement summary for 6 months to be emailed to me & I'm told that I need to go their offices, & that there's no point in complaining, I should have checked my statement online.<br> <br> 1. Whats the point of removing post mail if we don't receive accurate bill of what is due to COJ.<br> 2. There is also no clause bill that states this does not include outstanding balances. Meanwhile the outstanding balances accrue interest.
