Being forced to pay for un-rendered services

I use borehole water and received a bill of over R20,000 just for water. I have been fighting to get this resolved with the Director and they want to insist on saying they increased the bill at their own accord! And trying to apply by-laws which have nothing to do with the case as they have factual evidence. Somehow, they had power to pull a wrong move and are now further saying that they do not have power to correct the wrong and refer me to the ombudsman to correct their mistake. Let us see how far this will get COJ. You yourselves cannot pay for unused services , why do you think some of us can AFFORD and will pay for those? We shall start with all sorts of the media and go as high as the office of the president if needs be. We need to understand HOW we should be paying for un-rendered services with people in office to apply fairness.
