BAD SERVICE NOT REPLYING EMAILS, *********** STUFF!

We recently sold our house in johannesburg as we moved back to polokwane.. Since September we have been struggling to close our COJ account.. Iv spoken to numerous people via telephone and email and no one seems to help.. I have emailed REGION C who told me my account will be closed but later came back and said i must email REGION F as thy cannot assist me.. Its been over 3days that i have emailed REGION F and no one is answering my emails
