Account missed Billed

received my may account stating that i owe 32k, called them they say they been incorrectly billing and had to go back in the account. where must I gets 32k to pay this type of **** is not accepted. as a tax paying citizen its draining to just be paying for people's ignorance. The call center agent states i can go complain but I won't win. What **** country this has be come. City of Johannesburg state entity that provides no assistance to the communities that it serves.
