5 Months still getting estimated water meter reading

My house burnt down in September 2017. I called the municipality to inform them. Eversince i informed them, i kept on getting an estimated reading which was way more than i used to pay when the meter was still active! My bill went from R500 per month (usually) to R1500 per month (after the fire). This is preposterous considering that NO WATER IS BEING USED!!!!! AND THERE IS NO PROPERTY LEFT!!! To date, no one can resolve this!!!! And i am liable to pay for something that does not even exist or not being used at all!!!
