16 weeks - account still not closed

I sold my property in Johannesburg in November 2014 and notified the municipality of the sale. And as is custom with municipalities, in order to get a clearance certificate the municipality charged me 4 months in advance amounting to just under R10 000 (paid up front to the municipality). Transfer took place on 5 March 2015. It's been sixteen weeks, countless emails and telephone calls and still my account has not been wound up. The best part is each time I telephone the call centre, I'm fed yet another nonsense story as to why it has not been finalised. The latest excuse being that the query was sent to the wrong department!
