What is Sundry Charge Debit??

I am still in shock over an item on my City of Cape Town rates bill which is called Sundry Charge Debit. My normal rates are just over a a thousand bucks but this Sundry Charge Debit is R4560....

So i am still in chosck, City of Cape Town remove this as soon as you can!!!
