water supply erratic

We have been battling for more than two weeks with our water supply, the Municipality installed a new meter two weeks ago and since then we have not had a supply of water for more than half a day at two to three day intervals. No answer on the 24 hour help line. Between the landlord and ourselves we really are not getting anywhere. This morning, after having water on Saturday last, they tell me that we have consumed 5900 litres of water in a space of 7 hours!!!!! This is not possible at all, very frustrating as we have only been living here for the last two months. Prior to them putting in a \new"meter we never had this problem. """
