Traffic fines *****

Yesterday i woke up saw an sms instructing to pay a fine and when enter my ID number to check i saw a picture of a vehicle which i don't own have no idea who it belongs to and i sent them an E- mail they didn't respond, my vehicle last three digits is 312 but on the picture its 122 i don't how they think its the same number so disappointed now i have do a follow up on something which have nothing to do with me the level of *********** in this country is bizarre.
