The which doesn't work for you but exhausts you

I have now learnt, first hand, how this city does not work for you, only for the bearocrats who work in the city. A bunch of lazy, self-serving people. I get permission to execute a job but now need to fill out more paperwork and submit it. The city will then send it to the ppl who issued me with the permission, in writing, for their comment on my application. This comment will take a week, then it must be submitted internally to the very department, who have already approved it in writing, for their comment. This comment will take another week. All this while l am R15k out of pocket for ppl waiting on site.
