TERRIBLE SERVICE FROM CITY OF CAPE TOWN

We have a water pipe that bursts every month. City of Cape Town comes to repair it but leaves the paving. Our neighbour's have been waiting for 3 months and they still have not come to repair the paving. We reported the burst pipe again yesterday but no one has come out as they wait until Saturday or Sunday or public holiday so that they get double time. It's disgusting how much water gets wasted every time the pipe bursts. Can this pipe not be repaired properly so that it does not burst every month.
