Prepaid meter request not yet processed after 18 months

<p>I requested a prepaid meter in August 2015. The city has still not come back to me with the neccessary information.</p> <p> </p> <p>Additionally, I have turned off the electricity since June of 2016, but I am still being billed for usage of it - I assume based on estimates or otherwise incorrect readings by the person doing the readings.</p>
