Poor service licence department

I stood in a 2hour Q, only to be told at the counter that the car I made an online payment for is not showing on the system, which means I can't get licence for my other cars. A problem that is not mine, anyway I was told to get proof of payment which I did, went back to the licence department only to be told to stand in that 2hour + Q again..... Really..
