My city doesn't work for me.

Since October I've been trying to get them repair the street lights in my road, I've phoned them, logged complaints at thier offices to no avail. Then they come on the 4th of March, they remove the light and ***** it back and leave. Light is working for 5 min, then dead. Shows how *********** they are.I wonder will they get payed for incomplete jobs.
