municipality logic

wasnt sent a bill for a few months after purchasing property. now that its finally the new bill and not on the pld owners name etc. its obviously in arrears and i called to make arrangement for arrears . was told by VANANA @CIVIC CENTRE that i must now get all partners ids and bank statements and sasssa papers to makearrangement. BECAUSE THEY DIDNT SEND BILL. Also that its my fault for not calling them to tell them(thats what the lawyers and those affiliated to the sale did) . Also one of the owners names arent on bill aswell as the saurname of another co owner incorrect.
