meterbox replacement extra cost

Good day city of Cape town i had a meterbox replaced because the old one was faulty and i started noticing that everytime a 30% is deducted for a outstanding balance and after call the city i find out that its for the new meter that was installed and no one communicated to me that is will be happening. i think this is unacceptable for a organizations that say that they are transparent to all citizens.
