Dunning Charge

On my latest Municipal Account I have received a "dunning charge" of R124,74 with regards to water. I have no idea where this came from and what it's for - is this another way to go after the soft targets to rake in money? I'd like to think I'm doing my bit for the drought as my actual reading for the month equated to all of R12!
