Dirt thrown in our at Ward 36

Im utterly disappointed with our Municipality.The ladies that sweep the streets in ward 36.After sweeping ,they throw ******* in our yards.When we ask them,they will tell us that it is not their jobs to "sweep sand",their job is only focused on the people that stays in the nearby shacks.So my question is since the Municipality does not give a damn about us people that apparently stay in"houses"since the focus is on shacks.Where and who do we contact for service delivery? And if they not suppose to pick up dirt that they sweep and put it in their plastics that they sell for R20.Why must they throw it in our yards?Is it their job description?
