City rates 22 years of scrutiny to refund R1000

City rates section goes to great length to make it almost impossible to get a rebate even if you are elderly and not mobile. Scrutinize everything to the extreme. Multiple complaints from years back. Still continuing. Latest is with my service of 35 years paying rates every month I paid into a previous rates accounts partly because City took 12 months to change the account number. With me selling my property I need a rates clearance certificate. Approximately R1000 is owing to me due to the above. 22 years of rates is being investigated holding up the Lodging with the Deeds Office
