City of Cape Town fines law abiding residents.

I have installed a solar panel system at my house and went through the effort of registering the system with the City of Cape Town. After I received the letter stating that my system was successfully registered, I received a fine for *******ly connecting a system. I submitted a dispute on this matter in February, but the matter is still not resolved.
