changing meters

I was called yesterday by my nanny saying that western Cape municipal is here to change the meter. I have no water since yesterday and this is not the 1st time. I called and called and no help. I believe water is a primary need for all human beings. I have kids and a sick mother how must they use a toilet or drink . This is disgusting
