Cape Town municipality water bill is over stated

I wonder how many people Cape Town municipality water bill is over stated because the municipality does skip reading you water meter in December.<br> I want to complain about the way water and sewerage is calculated on my account, the actual reading was over two months so this is pushing my consumption into a much higher level.
