Absurdly fixed charges

I would like to query the additional monthly fixed charges added to my account. - Electricity: Service and wires charge of R339.89 - Water: Fixed basic charge of R138.34 - Sewerage: Fixed basic charge of R82.30 - City-wide cleaning of R121.22

Please explain what all these additional charges, which are over and above the normal usage charge, are for?

Consolidated, these charges make up 17.5% of my normal account, which is a large amount which I am unable to see any benefit of.

Surely my property taxes are supposed to cover the additional fixed fees. If not, then what exactly does property taxes used for?
