No reply from CoCT Electricity Dept. - useless!

On 9 January I submitted an application to have a prepaid electricity meter installed. After calling numerous times, I was advised to phone Narriman Ajouhaar on *** to get the date of installation. I have on a daily basis attempted to phone Narriman on this number, but nobody ever answers this telephone. Surely it's a simple thing to advise a customer when the job will be done?
