Electricity department robbing us blind

We got in a new electricity box a few months ago. My room wasn't connected so my dad got electrician and we were fined with R8000 for tempering. We paid it now we being charged R24000 for the previous electricity box that was running low. I don't know what to do cos we currently paying R100 a day for electricity. How is it our fault that the previous box was slow. I need urgent help
