Chubb Insurance won’t give me a refund as COVID19 is NOT severe yet .

My husband and I booked a flight from jhb to Durban way before the Coronavirus started in South Africa and We took travel insurance with chubb insurance for our flight . Once the corona started spreading we then decided it is a health risk for us to fly . When we cancelled our flight expecting a refund from Chubb insurance , the lady from Chubb insurance said that “Coronavirus is NOT severe yet” , therefore we cannot get a Refund . I found this unacceptable . Are we supposed to get infected first before we get a refund ?
