Omoda Jaeco CT car registration woes

I bought a used car from the Omoda Jaeco Cape Town branch in Nov 2024, to date the dealer hasn't registered the car in my name, let alone in the dealer name. The car is still registered under the previous bank and owner according to licensing department. The 21 days permit they've arranged in expiring soon. Is it fair that I pay for a car where the title is still held by the previous bank and still registered by the previous owner? Yet the dealer couldn't allow me to drive out their dealer without insurance, so I insured someone else's car and should anything happen to the car, the insurer isn't going to entertain my claim.
