no service

We bought a chery in 2013 and have problems, first of all I have to drive 400km for a service as the locals all disappeared. The plug leads packed up at 46000 km and there is rust at the window and the shocks. This car was less than 2 months old when the manifold fell off but was repaired under warranty. I would like to know who is responsible to fix the rust and why do I have to drive so far for service when East Londen is just 85 km away?
