Wosrt Service Ever - matches bad signal strength

I have been complaining since February about sporadic service. Every time I phone, they say they will put me through to the Techincal department, and the call never goes through, it gets terminated. I get reference numbers for the faults, which are then closed before the fault is repaired. What di I have to do to get service?
