Wi Fi calling

Before I left SA to go to Australia I migrated to a WIFI Calling package so I could make use of WIFI calling while abroad. I asked the lady at Cell C to activate it at the same time I did the migration which she told me she did. Now that I'm in Australia I can't make calls but can receive calls, which is ok because I have a cap on my phone which I assumed had kicked in. Then Iyesterday got a call from Cell C to say my bill is at R2117. Why on earth would I want international raoming when I activated Wi Fi calling? Not to mention the fact that I didn't activate this international roaming. I told the Cell C representative to switch off international roaming as I did not activate this and he said he would do so straight away. 24 hours later I got an sms to say data roaming has been deactivated. By this time my bill has increased to R4117. Please can Cell C let me know what's going on.
