Why is cell c offering contracts for service they cannot provide

The reception is so poor, mobile network almost non exists this few lines took more than. 20 minutes to type as keep getting disconnected. If cell c has no infrastructure giving other networks to handle the load... How is it still legal and why is cell c still offering contracts for something they cannot provide? Is this country so retarded that no body saw this and allows a company to still sign up contracts
