When a Hundred Rand isn't a Hundred Rand

I am on an Epic 100 contract at Cell C that mean that I received a handset and I pay R129 a month for R100 on my phone I have added a data bundle and a whatsapp bundle none of this rolls over so if I don't use it I loose it not entirely fair but a deal is a deal right but here is the kicker if I call an 0860 or an 0861 number the charge is roughly R3 a minute and it does not come out of the R100 on the the contract Cell C chooses to charge over and above.

When I questioned it I was told if I was on a top up contract it would have come out of the hundred rand that I pay R129 for, they understood my logic but it does not work that way so they sent me the terms and conditions of my contract to prove this point but there is not a mention of share call or special numbers as Cell C have listed it on my bill then it has in brackets mind you that you may check the tariff plan on Cell C's web site www.cellc.co.za but unless you are prepared to sign up to Cell C's site this information is unobtainable unless I presume I am prepared to spend ten or fifteen minutes on the phone requesting a tariff plan from Cell C.
