waiting 9 months for credit / refund

I bought a FIXED data contract for R119. First month they billed me R1155-64 and then bank returned money but this was debited again successfully. Second month they billed me R2271,46 and were supposed to pass a credit which did not seem to happen as the debit of R118-99 came off my account from Feb 2015 onwards. I have been trying to sort out this query for 9 months now and keep talking to different people and never get anywhere.... I just want a refund. Accounts does not get back to me or return my calls and I am about to run an advertising awareness campaign due to this gross frustration I am facing!!
