Waiting 3 Weeks for a Quote and still nothing

I handed my Huawei P7 to Cell C in Irene to obtain a quote for my phone's cracked screen as my insurer requires this. They advised that it must be sent to the Technical Repair Centre for a formal quote. I phoned on Friday 25 August (3 weeks and 1 day after I handed Cell C my phone), to no avail. I was advised that the phone is with the manufacturer.
