Upgrade and legal problem

For months I have been trying to get an upgrade and there is a legal issue which I have been trying to resolve with no success. Everytime a call centre consultant promises to get back to me with feedback or some sort of direction that never happens. I tried calling 084 14 9200 which is not a FREE number i hold for what feels like hours... Can I please get someone who is able to assist me? I have two contract with Cell C which I have been paying monthly without fail and would like to upgrade both contracts.
