Unhelpful service

I have been paying for a cell phone for the last 3 years which is not mine. I have tried to cancel but obviously don’t know the number. I have used their help line, email but I still am unable to cancel. I have reported this to hello peter before but still did not get it cancelled. I’m now desperate
