Unauthorized reconnection, activations and billing

I've been paying for CellC's untrained staff's mistakes and whenever I contact customer care I'm unable to speak to a manager. Over the last year I've had unauthorized activations on my account and some consultants just add things like a sim swop and reconnections without my consent. I get billed and end up paying for their untrained staff. When I upgrade I specifically ask if the given price is inclusive of VAT, then I get a surprise when I get charged VAT upon the agreed monthly premium with excuses that if I went out of bundle then I get charged VAT! How is that sticking to their word and everything is apparently recorded policy? I always cap my contracts so it's not possible. Then there is my handset that only works with a cellc simcard it's blocked and doesn't read Vodacom simcards. I booked it in at Brooklyn CellC store. Two days later I received a message claiming that the phone is blacklisted. I used the handset until my upgrade so it cannot be blacklisted. I've unblacklisted the phone earlier this year. CellC refuses to unblock my phone. I spoke to 5 consultants and everyone said "the system shows it's blacklisted". I even told them to put a simcard in the phone to prove my point but they refuse. I am stuck and no-one who is willing to help.
