TOTALLY STUCK, NO PHONECALLS NO SMS

I have a phone with 2 simcards and I had 2 contracts. One expired in November 2020 . My normal phone,sms and data contract I had made prepaid in February as I now have Wifi at home and at work the other is a full 2 year data contract on a different no. THIS NUMBER I HAVE FOR 20 YEARS. All my accounts functioned through this number. Emals etc. This number is now totally dead except for some sms sometimes coming in. Its costing me a lot to load airtime on this simcard but I cannot use any of it and cannot enable the number for wifi calling. To make it worse is that I received a FULL BILL for Feb for a phone that died on 13 FEB. IT TELLS ME TO GET EMERGENCY CALLING ALL THE TIME!!!!!I HAVE therefore no contact with the outside world. My Mother is 90 and has an ancient phone with only sms, BUT I CANNOT REACH HER!!!!!!I can also not phone on the data line. So I Am stuck!! Can these 2 numbers not be merged to my old number,or both sim cards be wifi enabled. I logged a query but to no avail no ***!!I also want a 50% refund for FEB , and immediate attention to this problem!!!!!THE CHERRY ON TOP HOWEVER IS CELL C CLOSING THEIR STORE IN BEAUFORT WEST ON 15 FEB 2021. WHY!!!!!
